| Abstract: | 國土規劃過程中需納入環境負荷力的考量已廣泛地受到規劃界的重
視,然而如何有效的評估環境負荷力以及各種發展方案對環境的衝擊,仍
是國土規劃上極大的挑戰。針對規劃界的此一需求,近年來國外學術界開
始發展新一代的都市發展模式,能整合都市發展與環境衝擊之交互關係,
成為國土規劃上極重要的決策支援工具。
國內曾於五年前開始嘗試發展本土的都市發展模式,但只進行了可行
性研究,並未持續發展出模式。本研究計劃擬結合國外發展都市模式的經
驗與成果,引進美國國家科學基金會支持的UrbanSim 模式,該模式採開
放程式碼的政策,希望學界的研究成果能充分交流,加速都市模式發展速
度。本計劃擬引進此一模式,第一年進行模式功能的評估並提出本土化之
修正建議,第二年修正UrbanSim 模式成為本土化的都市發展預測模式,
並對模式進行驗證與校正。第三年將此一本土化之模式發展成為國土規劃
決策支援系統,提供規劃者進行各種發展方案之模擬評估,能兼顧都市發
展與生態平衡之雙重考量。
本計劃擬以淡水河流域作為研究區域,並以台北都會區作為都市模式
之預測區域。本計劃採整合行計劃方式,結合交通、土地利用、生態領域
之學者,共同發展本土化之都市發展模式。 Incorporating the concept of environmental carrying capacity into the
process of national physical planning has gained wide spread support in the
urban planning society. However, urban planners are lacking tools to consider
carrying capacity concept during the planning process. To fulfill this demand,
academics have responded by developing a new generation of urban simulation
model, which integrate land use model and ecological model to consider the
environmental impact of urban development. A research to develop a new
generation urban simulation model in Taiwan was proposed five years ago but
failed to develop the model. This research proposes to collaborate with
research team in University of Washington in Seattle. They already developed a
new urban simulation model called UrbanSim, as a starting point, we will
review and critic the algorithm adopted in the UrbanSim model, possible
modification approach will be proposed during the first year. During the
second year, modification on UrbanSim model will be carried out by our team
members. The model calibration and verification will be conducted on Taipei
Metropolitan area. A urban planning decision support system based on
UrbanSim model will be developed during the third year. |
